He is a supposedly affable, but actually evil person trying to brainwash us viewers with his vapid copyright statements and fair use doctrines. Don't ever trust him. The Copyright Clearance Center created him with meaningfully good intentions, but Jim has slowly and unknowingly turned into a horrible, demented and psychopathic devil. While he may appear to be kind and helpful on the outside, he is an evil, cruel and deceitful monster on the inside.
This man is possibly based on and named after the former Librarian of Congress James Billington. Acting "friendly" around others, especially his colleagues, is his method of hiding his true alignment.
HE IS EVIL
He hates YouTube Poops because they are not original, speaking of which, he believes that YouTube should ban parody videos entirely and only feature original content. He also believes that copyright is ethical, which is ironic considering that he in fact isn't. As such, his specialist subject is ... you guessed it ... COPYRIGHT. "shudder".
He is an enemy of several other cartoon characters, including most notably, Stewie Griffin with his laser gun.

In his "Copyright Basics" video, he is prone to making false assertions or giving bad advice such as when he says "Copyright ensures the continued availability of the high-value material we rely on" or "If you have a few minutes, I can explain the basics of copyright to you" or "it's a good idea to use the copyright symbol".
This is proof that Jim is a pathological liar and uses his evil powers to lull people into a false sense of security.
